Who Issues the Birth Certificate?
In Georgia, birth certificates are issued by the Department of Public Registry of the Public Service Development Agency. Applications are submitted through Public Service Halls. If all documents are in order, the certificate is usually issued within five working days after birth. However, the Public Service Hall reserves the right to extend the review period based on workload or if any additional documents need to be provided.
According to existing practice, if the birth certificate is not issued within 5 working days and the review period is extended, it is typically issued within up to 14 days provided that the submitted documents comply with the legal requirements.
Whose Names Appear on the Certificate?
Only the intended parents – those who signed the notarized surrogacy agreement – are listed on the birth certificate. The surrogate mother or donor are not indicated as a parents of child under any circumstances.
Do You Need a Court Order or DNA Test?
No. Under Georgian law, a court decision or DNA testing is not required to obtain a birth certificate from Civil Registry. However, some foreign embassies may require additional steps, such as a DNA test, for passport issuance or citizenship recognition. Can the Birth Certificate be Issued Without the Parents Present?
Yes. If the intended parents are not in Georgia at the time of birth, they may assign a trusted representative through a notarized Power of Attorney (POA). This person can submit the required documents and collect the birth certificate on the parents’ behalf.
